We’re Hiring: Monitoring & Evaluation Consultant

Pen y Cymoedd Wind Farm Community Fund is looking for an exceptional Monitoring and Evaluation (M&E) consultant (or team) to join us on a 2-year journey (with potential for extension) to explore, evidence and share the impact of over a decade of place-based investment in the upper Neath, Afan, Rhondda and Cynon valleys.
We’re not after a traditional evaluator ticking boxes. We’re looking for a critical friend: someone curious, creative and community-minded, who can help us and our communities reflect, learn and act.
📌 Contract value: £28,000/year (inclusive of VAT and expenses)

• What’s really changed across our communities?
• How have we worked, not just what we’ve funded?
• What’s the legacy—and what’s still to come?
We recognise that a full-scale impact evaluation isn’t feasible within this budget or timeframe—and that’s OK. We’re interested in thoughtful, feasible approaches that generate insight, build capacity, and spark action.
We encourage imaginative formats for outputs—beyond written reports. This might include video, storytelling, participatory methods or creative visualisation. We’re particularly keen on approaches that make findings useful to our Board and engaging for local communities.

• Has strong evaluation expertise and community development experience
• Brings a flair for creative communication and participatory methods
• Is comfortable co-producing work and embedding learning in real time
• Can bring out the voices and experiences of people living and working in our area

The Fund was established by energy company Vattenfall to benefit the communities hosting the Pen y Cymoedd wind farm across the upper Neath, Afan, Rhondda and Cynon Valleys. It exists to support local people, groups and organisations to invest in themselves, their ideas and their communities.

The Community Fund has a substantial annual budget that is index-linked, meaning it increases in line with inflation. As an example, this equated to around £2.5 million in 2025. The Fund will continue to support communities until 2043, creating long-term opportunities for growth, resilience and positive change.

The Fund is managed by an independent, locally based not-for-profit Community Interest Company. It is overseen by a Board of Directors with strong local connections and delivered by a small but dedicated staff team with extensive community engagement experience. We are here to help ensure the Fund delivers on the vision and priorities of local communities.

Over the next 10 years, the Fund is focusing on investment in people, places and businesses — helping the Valleys to thrive, driving bold ideas, supporting transformation and creating lasting impact for current and future generations.
